Elaboration of Proposal of Guidelines with criteria/conditions for specific purposes of brownfield locations

Brief outline:
Brownfields present part of many larger, as well as smaller urban and rural areas. Research and model solutions of redevelopment are mainly directed towards following:

redevelopment of brownfields out of function and neglected due to inadequate development strategy, which impedes preparation of quality spatial planning documents and successful management of land and buildings;
-
redevelopment of brownfields that is difficult or disabled due to inadequate regulatory solutions or unclear ownership issues;
-
redevelopment of brownfields that requires phasal approach during longer period of time; and
-
real and perceived risks related to existence of brownfields, most of all risks with harmful effects on environment and human health.
In the framework of this project, the term brownfield was defined and used for preparation of brownfield location list for the territory of the Primorje-Gorski Kotar County (the Institute for Physical Planning made an inventory of brownfield locations on the territory of the County). Besides existing, additional necessary data were collected using survey which served for categorization of each individual location. Brownfield locations on the territory of the Primorje-Gorski Kotar County were further analysed and categorized against conceptual A-B-C model. Redevelopment of brownfield locations responded to requirements and practice of adoption of spatial plans at the county, local and municipal level in the Republic of Croatia. Recommendations for redevelopment were given in the form of Guidelines including criteria/conditions for specific purposes. The project team prepared a study in which the guidelines were harmonised with the guidelines of the Spatial Plan of Primorje-Gorski Kotar County. The final study included the following:
