Peer Review on "Targeting NEETs – key ingredients for successful partnerships in improving labour market participation"

Brief outline: 
Project goals: 
The aim of this Peer Review was to present Norwegian labour market schemes and policies aiming at preventing or identifying NEETs ("not in employment, education and training") and assist them into education, training or work. By doing this, it was also examined how the responsibilities were divided between the Labour and Welfare Services (NAV) and other services, i.e., the education sector, the health sector and the municipalities/counties. Further, the aim was to identify possibilities for a further enhancement and development of such actions and partnerships, with a help from peer countries. 

Results/outputs: 
The main output of the project was the Peer country comments paper that included the following: very brief overview of the national approach to tackling NEETs; assessment of the host country policy measure; assessment of the success factors and transferability; and further information or clarification in form of questions. Besides, the country expert attended and actively contributed to the Peer Review meeting on 24 and 25 September in Oslo. 

Activities: 
Reviewing Host Country Discussion paper; interviewing the national government representative to collect the government views and comments on the practice example, as well as to gather information on comparative examples from the peer country; writing the final report as an independent expert; participating at the Peer Review meeting on 24 and 25 September in Oslo. 

Methodology: 
Consulting both the national literature and official documents on the topic, as well as interviewing the national government representative in order to assess the main similarities and differences between the host and the peer country in targeting NEETs.
