Study supporting the evaluation of the Council recommendation on the integration of long-term unemployed into the labor market – study report: Croatia (LTU)

Summary:
The objective is to assess and explore the concrete actions taken at a national and local level in Croatia, in response to the Recommendation on the integration of the long-term unemployed into the labor market (2016/C 67/01). The aim is to establish whether and how the Recommendation has influenced policy, funding, activities, and long-term unemployed in Croatia. To that end, a survey of key stakeholders has been carried out during July and August 2018.
 
The Recommendation entails four key areas of action:

• Registration of the long-term unemployed
• Delivery of job integration agreements
• Coordination under a single point of contact
• Involvement of employers 

In addition to the case study, project involves a mapping exercise, covering changes in policies, service delivery and institutions as compared to a baseline in the first half of 2015. This baseline was chosen since the preparatory work and negotiations may have influenced LTU policy prior to adoption of the Recommendation. LTUs are considered in a broad sense, including discouraged workers.
