Ex ante Evaluation of the Development Plan of the Primorje-Gorski Kotar County (ex ante PGŽ​)

Summary: 
Ex ante evaluator actively monitored and assessed the preparation of the Development Plan of the Primorje-Gorski Kotar County and advised the involved participants. Standard evaluation methodology based on frequent contacts and monitoring the workshops was adjusted in accordance with epidemiological requirements. Two prescribed interim reports were delivered timely in order to enable the participants to amend the drafts of particular chapters of the Plan. Final report was prepared and delivered right after the finalization of the draft Plan. Ex ante evaluation followed the prescribed criteria: justifiability (purposefulness) of the Plan, its relevancy (importance and expected efficacy), consistency (harmonization of the analysis, derived goals and development measures) and coherence (internal coherence: synergy of development goals and external coherence: harmonization of the Plan with other relevant development documents)​.
